Stanley Milgram is the person who came up with 6 degrees of seperation, so I'm not sure what Rockne means?????

Rockne is referencing Stanley Milgram's "Milgram Experiment". Considering how much the producers/writers of Farscape have enjoyed tormenting their audience (i.e., us) over the years - and given what Rockne is doing now - that makes much more sense.

Guess that's why Ricky Froonium Manning said he was "shocked" on Twitter. 
I've heard of that experiment too, somewhere back in college in the Middle Ages, but as a hint it's somewhat obscure.
